Scope and Contents It is well known how salutary to the faith were the Provincial Councils of Baltimore. Therefore the Fathers of the 7th Provincial Council petitioned the Holy See to hold a National Council in 1852. The Holy Father sent a letter dated August 19, 1851 by which he constituted Kenrick as Apostolic Delegate to preside. Father Thomas Foley refuses to be considered, leaving only two candidates, Father George McCloskey and Father Sylvester H Rosecranz, though others may be recommended.
