The Italian tribunals violated the so called Guarantees Law by passing sentence on the Propaganda Fide. The Secretary of State sent a diplomatic note to all Apostolic Nuncios containing an explanation of the sentence, the text of which Ropignoni will forward to Hudson. Ropignoni gives a list of new assignments given members of the College of Cardinals. A consistory will be held during the second week of March at which the Patriarch Archbishop Joseph Sebastian Neto of Lisbon and Archbishop William Sanfelice de Acquavella, O.S.B. of Naples will be raised to Cardinals.
