Document. Gordon says that the illusion of security through nuclear deterrence has locked nations into an escalating arms race which is wasteful of natural resources and human energies--it has detroyed the sercurity it is intended to guarantee. Gordon contends that the mutuality of interest on the part of nations must be reinterpreted so that a nations' welfare will no longer be measured by its ability to destroy, but rather upon its capacity for cooperation, trade, shared scientific advance, and with agencies of international order. In addition, each individual must make informed judgement of conscience.
