In response to the argument that deterrence maintains an avoidance of war, Gordon says that security through deterrence is a delusion because there is no way to assure that the "balance of terror" is maintained. Gordon asserts that the aspect of nuclear deterrence which should concern the bishops most is that the weapons are targetted to fire at any time. Gordon ultimately claims that evil must never be done, not even to preserve or achieve good ends.
