An article entitled "Iran's Seizure of Embassy Revives Interest in International Court to Try Accused Aggressors." ~ "In 1974, the United Nations arrived at a definition of "aggression" that, in a key concession to Third World countries, excluded wars of national liberation. Since then, Mr. Woetzel's group has submitted to the United Nations a draft proposal for an international criminal court. Under the plan, the United Nations would establish a commission of inquiry to act as a supranational "grand jury" to determine if war crimes or crimes against humanity had been committed."
