From Mr. Behan's letter of instruction, it appears that the lapsed legacies were only given to him to insure that they should reach the successors of the departed prelates who were legatees. Since Purcell has the checks for legacies of Archbishop John Hughes, Bishop Andrew Byrne and Archbishop Francis P. Kenrick, all drawn in favor of Archbishop Peter R.
