Scope and Contents
General Orders to No. 3 ` All places of public worship in Norfolk and Portsmouth are hereby under the control of the Provost-Marshals who shall see that the pulpits are filled by men of known loyalty. They shall see that the churches are open freely to all officers and soldiers white or colored and that no insult be offered to them. No property shall be removed without permission.
