States that because of the diminishing demand for counselling on draft issues and the departure of Mike Hovey the Center has decided that the upcoming year would be one of transition with reduced staff and operations. In addition, states that at the end of the year the Center will decide to continue to operate seperately or to merge with Pax Christi USA. Finally, discusses his recent trip to Austria.
