Document. This article is a comment on the unpublished encyclical. He states that there are compelling evidence that Pius XII did know of the encyclical under consideration, and that it did in fact serve as the model for "Summi Pontificatus." He believes that the newly "discovered" encyclical adds a new dimension to the problem. The differences between Pius XII and Pius XI (the former being more inclined to hold back from any public act which might have seemed to violate his policy of even-handed diplomacy) is probably why the encyclical was not released on schedule. Gordon believes that had it been released on schedule, indirectly and over the long run the encyclical would have made a difference in opposing racial discrimination earlier. But now, it's an opportunity lost.
