A letter to Gordon. ~ He can readily understand Gordon's concern in Kennedy's draft reform bill because he is also not completely comfortable with the many proposals that attempt to deal with this issue fairly. He welcomes Gordon's interest and will be pleased to present his ideas to the Congress and to the public when congressional hearings on military draft laws are conducted.
