News Release. Establishes criteria to determine a candidate's degree of committment to the peace process: 1. Advocacy of the quickest possible political settlement in Vietnam, 2. Support for measures that reverse the arms race and that utilize non-military alternatives in foreign policy and 3. Advocacy of a shift from a military to civilian priorities in the use of the nation's resources. Also names Senator Eugene McCarthy as the only candidate thusfar who meets these three criteria.
