General
Correspondence. Kennedy is planning to reconsider the current conscription laws. The Senate must address "selective observation" as it relates to Catholic theology. A conscription program which excludes recognition of conscientious objection violates one's freedom of religion and discriminates against Catholics. If the Senate is to hold hearings on the matter, Zahn wishes to testify. ~ 2/19/68
