Byrne offers his congratulations on Blanc's being elevated to the dignity of Archbishop. Byrne leaves here in a day or two for New Orleans with an excellent colony of Sisters of Mercy for his diocese and a priest from All Hallows for Bishop John Mary Odin, C.M. . The excitement in England since the appointment of Cardinal Nicholas Wiseman cannot be told. The military had to be called out yesterday in Liverpool; there is no telling when things may stop.
