Knowing the interval before Blanc's departure is short, Byrne submits a few suggestions about the affairs of St. Patrick's Church . He is doubtful of the efficiency of "Collecting Committee"; he would propose that Blanc invite 5 influential members of the congregation to form a council to manage the temporal affairs of the church, to have pews erected in the gallery.
