Lathrop is sorry for the delay in sending his paper. Since he can not attend the (Columbian Catholic) Congress due to several reasons, he asks that some one read his paper for him. Also Onahan is asked to guard the manuscript from the press, since Lathrop would like to publish it himself in "The Catholic World."
