Scope and Contents
He pays his respect to Major Keiley and McMaster. When he submitted to McMaster his plan to raise the necessary money he was too far away to expect McMaster to put it into execution. He asked only for a recommendation to the Herald knowing that he could secure a position there with it. He thinks it will be better to give the bank a note and draw the money on McMaster's recommendation.
