Keiley, being in charge of the business of a pilgrimage from North America to the feet of the Sovereign Pontiff asked for Bishop Joseph Dwenger of Fort Wayne and his priests the faculty of saying Mass and hearing confessions at sea for the benefit of the pilgrims.
