It says a villainous IF stands in the way of all our plans of financial reform, but those if's are all bound in the idea "if we get control of the administration". He points out that all their plans, prospects, etc. are all bound up in that If, as well as those connected with a restoration of confederation, maintainance of liberty, white supremacy and the others of less taxes and more prosperity.
