Background
John Marshall was one of the original six members appointed by Pope John XXIII to the Special Papal Commission on Birth and Population Control. He attended all five sessions of the Commission except for the last week of the fifth session when the Cardinals and Bishops met for their final meeting with a few of the lay-members in attendance. He was also a member of the planning group for the fourth and fifth sessions.
