In it Lefevere has added the faculty of dispensing from banns and of blessing crosses, medals, and rosaries, and the permission to omit Matins and Lauds of the following day when hearing confessions. The faculties are signed by the bishop and secretary, Father Peter Mennaert and impressed with the episcopal seal. The faculties are also granted in writing for the whole diocese with the consent of the missionary of the place or of those in charge of the mission.
