Article. Content: "A basic commissary statute has existed since 1866. The statute of 1884 prescribed that sales of 'subsistence supplies ... shall be made at cost price only.' Military personnel were therefore usually able to purchase subsistence at lower prices than were charged in civilian stores. The resulting lower cost-of-living compensated in part for the fact that military salaries were generally lower than civilian pay for comparable jobs." (5 pp)
