"We are convinced that U.S. post-war policy toward Vietnam has contributed to the problems in the region and that a change in policy could be decisive both in relieving human suffering and in helping to avert further tragedy. We, therefore, call upon our government to seek a new relationship with the government and people of Vietnam.
