He believes that the "communists initiated the use of force and insist on the continuance of deliberate terror and killing of civilians in a world-wide drive to destroy uncommunist governments. Thus, if our "counterforce kills communist-controlled civilians, horrible as the choice may be, let our bombs kill those civilians rather than our American GI's."
